Steelix has Base 30 Speed. Even if you give him a +Speed nature with max Speed IVs and EVs, he's still way too slow even after a Dragon Dance. You're better off using him as a Trick Room mon with Gyro Ball.

Steelix is not viable for trick room teams
Your speed control only lasts five turns and is easily stalled. You need to put as much pressure as possible on the opponent during these turns and a pokemon with 85 attack is simply not suitable for that role

Coil and Glare would have benefited it.
Either way, he may not be great but he's not terrible either. You've got to play Pokemon to their strengths. He's never gonna be a great sweeper.
When I use Steelix on my teams, he's an absurd defensive obstacle. Body Press is great on it. It even got Iron Defense this generation.
