Yes, GameFreak is awful, this is not really disputable looking at any large modern franchise that isn’t Pokémon, but they CANNOT do better without the aid of more budget, less restrictive time allotments, more developers, and cannot help but develop the game to support a DLC model of a half empty game to be sold as is and completed with another purchase later, purchases of HOME subscriptions, or suggest more downloads of GO, because those directives are entirely up to the franchise, and not the developers.
