I'd wager that the "Original Dragon" was in charge of making sure people don't do the big gay, but it split apart and none of the other gods seemed to care enough to piece it back together to restore such rules. That shit would literally fall under Zygarde's job description since Kyurem is a huge fucking threat to the planet as a whole. Seeing as it didn't, and it wasn't doing anything else of importance, either, the other gods must not care what the humans get up to aside from Azelf, Mespirit, Uxie, and Jirachi whenever it wakes the fuck up.
