In terms of attacks, sand/mud attacks have always been weak, and made no sense in overwhelming Steel or Rock types. If they got retitled as weak Rock moves with 2ndary effects no one would mind.
By fusing Rock+Ground, you also distinguish further Rock from Steel. Steel can be a conductive type, and Rock a ceramic-insulating sort of type.
