Who was responsible for this decision? They could've at least considered retyping Kantonian Ninetales to part ghost or psychic-type or shit even fairy-type.

Ninetales already is an honorary Ghost, look at its movepool. At the very least if it got a Mega-Evo it would be Fire/Ghost

Froslass damnit now I remembered. Froslass was inspired by yuki'onna, a vengeful yokai who lives in snowy mountains. But Ninetales was inspired by kyuubi, a yokai (or god, depending on the region) associated with fire. I never heard of it ever associated with ice and snow though.

When you think about it, Alolan ninetails kind of described as doing the polar opposite of what froslass are described as doing. Froslass want to freeze men they like in blocks of ice and drag them off to her cave so they can table hump them. There are also plenty of legends about avoiding them like the plague. Alolan ninetails are revered as a deities because they save people from getting lost in the mountains. It's because they want them to hurry up and leave, but that's another point.
