>>45483644It would’ve been cool but there was really no precedent for third legendaries at the time so I think they worked with what they had. In every other Gen there was a third legendary baked into the lore in some way but I think it would have been strange if suddenly there was a secret third bird not part of any myth or legend.
If it were me I would have done a game about Celebi. I know it’s considered a “mythical” and not a “legendary” but I just think it’s a cool little dude
