His talk of beauty is an exaggeration, what he wants is to heal the world and its people to be those who would act responsibly in its interest. Unfortunately, the big flaw in his ideals is that they line up a lot with right-wing libertarian philosophy. His experiences gave him a darwinistic outlook and it's somewhat implied he favors the economically productive as those fittest for survival. Just joining Team Flare came with a large initiation fee, likely as a test to make sure a prospective member was productive enough to survive in his utopia. Somehow, though, I don't think trust fund kiddies, celebrities, and sociopathic CEOs will do anything to preserve the natural world's beauty.
This is mere speculation on my part, but I strongly suspect XY's story was inspired by political movements during its development. We know the games started development in 2010, around the time of BW's release. Back then there were big, economically right wing movements growing around the world. Austerity measures swept through Europe, most notably Greece, but also France which is of course the inspiration for Kalos. Even the US experienced similar sentiments through the rise of the tea party movement.
I understand it's a little absurd to think a Japanese company like GF might seek such inspiration from international politics, but it was their first worldwide release. And the similarities between Lysandre and sentiments of the time are just too convenient to be a coincidence to me.
