The forced Vespiquen raid before the Mustard fight was somehow more difficult than Mustard. Ended up killing it with nothing left but Magnezone at 1 HP.

Niah, his Gallade is 81 I believe. B2W2 Challange mode Cynthia is 82 and Mustard and Leon are lv 80.
Once Barry Broken the prior record by his 85 lv started they have raised Red Pikachu lv 88 in HGSS and to full lv 85 Team in Let's Go.
There is none not-Battle Facility battle with a lv 90 Trainer or Above.

If Any Character goes lv 90 I would guess it would either be Red or Cynthia.
