It was an opportunity to fix many shortcomings of Gold and Silver (make Unowns and Ruins of Alph not useless, fix levels of trainers and wild Pokemon, make use of the dropped DMG Gameboy compatibility and bring back the full-sized Kanto) but it addressed none of them.
