GF always have 2 games/sets of games on the go at any one time. It's not infeasible to say that they have had Gen 9 on the backburner since halfway through SwSh's development, though it does seem nonsensical.
I don't personally believe that the Gen is done, either, but people are pointing to the fact that every Legendary is now available natively in Gen 8, and that often benchmarks the end of a generation. Let's Go releasing after USUM changes that from being set in stone, however, and I think there's still room for a remake of either Gen 2 (Let's Go) or Gen 4 (regular remake).
Another factor often pointed to is that next year is the 25th anniversary of Pokemon. Gen 6 got shafted to rush out SM for the 20th anniversary, and it's a fair assumption that the same could happen to Gen 8. SwSh having DLC to make it a complete package without third versions could also support this, as GF would want the Galar games to be "complete" before moving on, as apposed to making third versions that end up getting cancelled, like what happened in Gen 6.
As I've already pointed out, I do not believe Gen 9 will come next year, and I agree that they will keep the Gens 3 years apart. That being said, I do not believe we'll get a remake next year, either. The easiest thing for them to release next year would be collections, and that's the route I think they will take. While everyone knows collections are lazy, the's generally don't receive a great deal of negative reception, mostly due to nostalgia.
If we do get remakes or Gen 9 net year, I'll be kind of surprised, but I'd ultimately prefer it to what I think the most likely outcome is.
