This is the timer per battle for on cart 6v6 battles, not the timer per turn.
The timer is 20 minutes, which means if you don't finish a 6v6 battle in 20 minutes, the battle ends, you neither win or lose, it just ends.
People are complaining about it because a 6v6 battle with animations on (which you can't shut off since it's a multiplayer battle) isn't long enough to actually do anything, not for competitive pokemon players at least.

Pokemon isn't a serious competitive game and they obviously don't want timer stall tactics because it sucks the joy out of the game for most players.
