Ultimately, while customization is liked (even probably by people who complete the dex) you can't sell home suscriptions or sell dlc based on those so there's less benefit on cutting customization than there is on cutting the dex, not to mention we're just one game in the new policy so of course we wont see that being reversed now. Regarding the dexcut, we're still at an ORAS-like situation so bringing up that there are no signs of the dex coming back doesn't mean much.
Finally, there's the more important fact that the lack of customization didn't seem important enough to interrupt a main PR push like the e3 while the dexcut was.
