Also we don't know how intelligent a Gardevoir is, it's dex entry doesn't say anything about it being intelligent, As far as I know neither of those two would get treated any differently than any other pokemon and if Ash's mom has Mr. Mime eat like a dog sometimes than it probably depends of their trainers.

While it may be fair to assume psychic types are equal or greater in intelligence than humans I don't think that's supported even if some of the smarter pokemon are psychic going by dex entry. Even so you still have pokemon like Lillipup who are said to be even smarter than human children and it's evolutions are said to be intelligent as well, meaning it may be fair to assume they're more intelligent than human beings.
