Looking back, you can justly say Electrode and Voltorb are just pokeballs. But looking it at from the beginning of the game creation process, it's pretty cool that they were able tocome up with a bait and switch item pokemon in gen 1. I wouldn't have been able to come up with that until atleast Gen 2.
The lore that they used to be regular pokeballs sprung to life is very interesting aswell. It's not like Rotom, a become actively haunting it, and its not like they look like technology from our world it's an in game item. We're just so used to the concept of pokeballs, you know?
