If Skitty is the top tier player character for Red Rescue Team, where do Meowth and Eevee sit on the tier list? Just trying to get a gauge of the starter situation.

tiers in MD really dont matter dude. unless youre trying to speedrun the game, just use whatever you'll have the most fun with. the games are built to be challenging but if you take a L just farm up some reviver seeds and run it again.

Skitty is OP because of Cute Charm due to PMD1 not having genders and thus allowing infatuation to work on everything, it's specific to an ability that other Pokemon simply don't have. Not sure if this was fixed in PMD1 DX though.
Eevee is a bad partner due to run away but fine as a leader, Meowth is good thanks to him learning a good number of TMs. All PMD starters are at least passible with the only "bad" one being Machop.
