There's no clear definition of filler. Pokemon isn't adapted from a manga, it does its own thing.

People consider the gym battles to be "story progression", but it's like why would you skip something like Snow Way Out in favor of something as mediocre as the Koga gym episode?

I was thinking this today. The "filler" episodes are what gives the series a true sense of exploration and adventure. The battles are the least interesting part for me.

I guess you could theoretically only watch episodes that involve catching Pokemon, rival battles, contests, gym battles, villain team encounters, and championships
