It all depends what Goku you want to use, DBZ, DB (orginal taste), DBS, DBGt? Pokemon is inconsistent on how powerful they are supposed to be, so it depends on how you want to scale them, you could probably get some legendaries up to Cell Saga level, if you streached it.
It also depends on how Dragon Ball's magic system actually works, it's pretty inconsistent in and of itself. Dragon Ball has a hard scaling system, so the top pokemon can't be too much weaker than the Goku. Though the few people foolish enough to look at Dragon Ball's Magic system seriously pretty much agree on the... tank system presented by PoG, and a few others...
Cutting to the point if you actually want to debate the nitty gritty of this shit we can, but assuming the best reasonable senerio for Pokemon powers, and the "Tank system" you can probably get all of pokemon to defeat SSJG absorbed Goku.
