It has a higher bst than it's competitors, blastoise and venusaur. Only slightly sure but still bothers me because all the starters retain the same bst but charizard is seemingly the sole exception

They used to do that a lot before, they gave the fire starters higher BST than their counterparts (except Swampert who has the highest in its gen, the other two are the same) including Delphox weirdly enough

In terms of abilities yes.

But in terms of exposure garchomp was only Mary Sue for a couple of gens. Lucario got more gamefreak ass licking than garchomp ever did

In higher ones (1/2% or more) usage is strictly tied with viability. Even Smogon organizes their tiers based on usage.

I've literally seen Pikachu on OU matches, multiple times. It doesn't matter if it's good, there's always people out there using Pikachu, Charizard, Lucario etc. just because they like them.
