In Emerald Kaizo, what you're supposed to do is get the starter, go beat May (May is preferable actually due to slightly easier fights later on, but autists here don't know or care), then head to Littleroot and fish for Luvdisc - this will help you defeat Brawly with a level 19 cap, thanks to Charm and being decently fast for that point in the game.
If we're going for May-centric strategies, it goes (and we're picking Treecko because Treecko is the ONLY reliable way of making it past Roxanne with an actual 15 cap - seriously, you're not beating Roxanne otherwise, unless you get god encounters):

Completely free, it's unedited from base game. Weird design choice given Blue Kaizo gives your rival a Mew and in Crystal Kaizo the rival has a shiny starter with the early game elemental move strong against you and a billion Max Potions/Full Restores, but whatever.

Surprisingly, still not even a challenging fight, though it probably is the hardest May fight in the game. Biggest threat here Combusken can be charmed down and walled with Luvdisc/Azumarill/Clamperl, Nidorina has a varied moveset but struggles to hit hard, Wartortle requires some careful pivoting.
