It's significantly weaker than Hatterene by a massive, massive margin but with an Evolite, it's actually bulker than it's evolution because Hatterene and Hattrem's HP stats are exactly the fucking same. For reference, without any investment at level 100, Hattrem will have 208 special attack while Hatterene will have 308 special attack (a drastic increase, which goes to 228 and 338 with a positive nature), but Hattrem's uninvested defenses with an eviolite are going to be 249 and 273 to Hatterene's 226 and 242. And with investment, Hattrem can reach insane levels of bulk, with a defense that can get as high as 376 to Hatterene's maximum of 317. Since Hatterene doesn't gain any boost to it's HP stat upon evolving, objectively, it is frailer than Hattrem with an eviolite, it just hits one hell of a lot harder.
Of course, though, Hattrem still hits like a wet noodle in comparison, it needs to be able to boost to get anything done if it didn't invest in sp.atk at all, it's faster than Hatterene (which is actually a bad thing as it's worse for TR and will take more damage from Gyro Ball), and if it loses the Eviolite it's basically fucked.
But still, it seems that at the very least, Hattrem can function as a kind of sidegrade to the average Hatterene if you consider the trade of power for bulk to be worth it.
