You're not meant to complete the set, only pick the shiny version of cards you play to pimp out your deck.
As for the general issue of too many rarities and secret rares in modern sets, that's just a way to sell more cards.
If a set had holo rares as the highest rarity like the first few sets then a collector would stop after buying a few boxes and trading a couple cards.
Nowaday collectors buy 6+ boxes and then spend even more money on singles to complete their set.
At least we don't have impossible to get rarities like Starlight rares in Yu-Gi-Oh.
