Easy, Gamefreak was allowed to make a console game when everyone knew they were too incompetent to do so. So instead they made a 3ds game ported to switch and upscaled it as needed.

First reason is because they were paid to. You don't get those free review copies by being critical of them or Nintendo. Second reason is that they thought fans were being autistic about "dexgate". Then when Gamefreak dropped the season pass/dlc, realized most of the missing pokemon were attached to it they slowly backed off the anti-dexgate stance. But still admitted no fault because that would mean those autistic fans were right and they were wrong. Especially now with a $90 ($80 at Walmart) complete physical version is on the market that no one can justifiably defend.

Because they don't give a fuck anymore, they produce, we consume. No attention to details, no polish, no good story, no graphics, just a game where you catch things and battle.
