Hoenn Shitmon Syndrome was an (admittedly clever) way of balancing pokemon for ingame use based around incongruent typing, stats, and movepools. Mighteyena is the posterchild of this, having a relatively high, yet nigh-unusable Attack stat. The other symptom is the phrase
>Slow, frail mixed attackerDescribing the likes of Cacturne most obviously, but many other pokemon as well. The handful of pokemon not impacted by this were generally "overbalanced" as well, like Aggron having abysmal typing only barely rescued from unusability by fucking 180 physical defense, and the ones that weren't were so far above everything else it wasn't funny as a result (Salamence, Metagross).
Many pokemon affected by Hoenn Shitmon Syndrome wound up being impacted heavily by the Physical/Special spit, with clear winners (Mighteyena and Sharpedo being able to use its Attack) and clear losers (Cacturne having essentially no usable Special moves, so wasting its Special Attack)
Hoenn Shitmon Syndrome DOES make gen 3's ingame difficulty one of the most elegant in pokemon, where you are actually picking pokemon based on what they can do, rather than kinda just because, but unfortunately translates poorly to competitive, and was fucked beyond recognition come gen 6.
