If anything hoenn's oceans are much better than most other games because at least they forgo realism and fill the ocean with rocks and have underwater sections in order to give it a more nuanced lay out, even if only a little. Most games depict oceans as they actually are: a vast empty expanse of water and essentially nothing else

It has Corsola, Relicanth, Chinchou, Luvdisc, Sharpedo, Wailmer, Horsea, Clamperl, Wingull, and Tentacool. That's all off the op of my head.

Not enough for a region that’s half water and for a Type that’s has the most Pokémon. The only memorable ones are the two used to unlock the Regis (which is a nice touch).

Well you remember wrong. The only surf encounters were Tentacool, Wingull, and Pelipper. The only dive encounters were Chincho, Clampeal, and occasionally Relicanth. The others were fishing encounters that you'd never see when you were traversing the ocean unless you decided to stop in the middle of it and fish for some reason.

Not really, you can go anywhere in this stretch while the Wild Area limits you to wherever the game wants you to go and ultimately boils down to a big hallway.

When I first played Sapphire I saw this area on the map and was really excited because it looked like a free roam area, but all the rocks limiting where you could go was really disappointing. It was just regular sea routes stacked next to each other rather than an open sea you could surf.
