It's all virtue signaling, nothing more. People telling depressed people "I love you, I'm here if you want to talk" but then when said person reaches out they're treated as a burden and ignored (because the person who offered themselves only did so to look good, not because they genuinely care), or like you say, all the people who go "I'd protecc" but then treat actual, living people and animals like trash. Hell, I've met people who were unironic dog/cat abusers and then you'd see their Twitter and it would be nothing but colorful hearts and "Be kind to each other <3"
I'm not saying every person ITT is like this, of course not, most probably do like happy things and they radiate the same happy energy irl to others and are probably good people, but many nowadays do only pretend to care as a way to virtue signal because it's easy to say it and then do nothing. Your homeless example is spot on.
