Ash isn’t getting Grookey. Goh is getting it to parallel gen 1 Ash having all three starters. The season is already shaking up conventions enough with region-hopping and TR having a gatcha; there’s no guarantee of Ash even getting a starter like past regions... he also never got a mythical pokemon before and look what happened in Alola.

He almost always shilled the Fire starter too, but then they gave Cinderace to Go and for the first time ever gave Ash's travel buddy a SECOND current regional starter in the same series, unlike when they gave the contest expies an older-Gen starter to mark their travels in that region.

Even if Bulu got GG and Play Rough it still wouldn't outclass Rillaboom, since Rillaboom has shit that Bulu would absolutely kill for (like U-Turn and Knock Off, plus more speed).
