Question regarding key system

I have a completed copy or Black 2, by brother has White 2 completed

If he starts again on White 2 I can give him Challenge mode. But if I start a new game of Black 2 can I get the challenge mode key from him?

I can't find this information anywhere online.

Just play on an emulator then. You can just change your save and give yourself the challenge mode key with pkhex. You could always hack a 3ds too.
