Houndour could've been put in Dark Cave
As for Larvitar, it's understandable they'd make it lategame. It's a psuedolegendary. They fixed it anyway in HGSS, by putting Larvitar in the Safari Zone

You can obtain both of these Pokemon before reaching Blackthorn City without trading them over. Murkrow can be caught in the Pokewalker or the Safari Zone, and Larvitar can be caught in the Safari Zone.
