Pokemon like Arcanine at 95 speed were considered a "fast" Pokemon, and even after IoA it was still a relatively fast Pokemon. The fact that speed is recalculated immediately instead of at the next turn means that speed control is a lot more active and important than just having a straight good base speed stat now.
