This has always bothered me. So many Pokemon are just unbelievably shit and it adds to them being forgettable

but some games have contests which were meant as secondary mode. You can camp with them, walk with them, and other things
Pokemon has for a while tried to be a jack-of-all-trades game but has ben very shallow on any of those elements beyond battling, breeding and catching.

you can use every pokemon but it doesn't mean it's practical or fun

The amount of Pokemon that are actually dead weight is pretty small, and smaller in later gens. That said, Pokemon that fall off later in the game is a boon to a collecting game, not a detriment. If everything on Route 1 could sail through the whole game without problems, most players wouldn't bother building a team past it.

But they would, Kalos already did this not only with stuff in the first couple of routes but gift Pokemon, too.
Yet most people still had diverse teams. Do you know why?
Because they actually incentivized collecting by making each route have unique encounters. Every locale in Kalos was unique and rewarding to stay back and explore instead of just repelling through because you see the same Wooloo, Pikipek, Tranquill, Staravia, Zigzagoon, and Rattata everywhere.

What GameFreak has notoriously demonstrated that they have no faith in the fans. It has nothing to do with design philosophy.

Wooloo is LITERALLY only found on Route 1 as an overworld encounter, which is the main avenue for catchhing Pokemon in Sword and Shield. I had a friend who skipped on catching it in the early game and was outright surprised to see that he hadn't caught one yet when he wanted to finish the Pokedex in the psotgame.
I dunno why you're lumping SwSh in at all, really. It's second only to XY in teambuilding variety by virtue of the Wild Area alone.
