Toxic poison maybe
Normal poison is basically just a worse Burn/Toxic, you never see it unless triggered by things like Poison Touch, and even then it cucks you out of applying a better condition on the poisoned mon

Just make poison (as opposed to toxic poison) reduce special attack by half, maybe lower damage.

It does more damage than Burn. If the target is a special attacker or is about to die from 1/8 HP drop but not 1/16 it's better than Burn. Unless the opponent stays out for more than 3 turns it's also more damage than Toxic.

Until turn three toxic is worse than regular poison, and until turn four it's not even better. Regular poison is for front loaded damage, toxic is for long term damage. Considering how common switching is, in post cases regular poison is just as good as, if not better than toxic.

It doesn't need to be fixed. Some people like setting one layer of Toxic Spikes because regular Poison does more short term damage and punishes constant switching more.

Passive damage is always great anon and poison doesn't need a buff in this regard, will-o-wispfor instance would frequently be used on pokemon lacking physical attacks for this reason (atleast from gens 3-5)

Toxic is a sidegrade.
It only does 6% on turn 1, 12% on turn 2, 18% on turn 3, 24% on turn 4, etc.
Poison does 12% every turn, so it does more immediate damage.
Toxic's main use is keeping your opponent from walling you because they can't stay in for too long.
