It downfalled with Gen 2. Gen 1 was the only good artstyle. Originally, Gen 2 was going to be Gen 1 style, and Blue was a tiny snippet of that, but then the anime came along and ruined everything with the "MAKE THE SPRITES LOOK LIKE THE PROMOTIONAL ARTWORK" meme.

Too many Pokemon for their own good to actually animate them properly. Moving to 3D was the right move because it allows them to reuse many assets between tons of different games across the franchise. Also the dynamic camera was an extremely questionable choice because it didn't actually accomplish anything except making the sprites even uglier.

The gen 5 Pokemon looked fine enough. Everything else reused sprites which was understandable, but the animations for them didn't work out very well.

If you were talking about Gen 3, then maybe. Gen 2 sprites were good. Gen 4 were alright and Gen 5 were amazing. Gen 1 (G/R) sprites did their own thing, which makes them pretty fucking based.
Gen 5 introduced sleeping being displayed on the sprites. Idle animations for every single pokemon in a generation that saw the largest number of new pokemon.
Say what you will, but I like it.

This fact alone says enough.
Gen 5 sprites were the peak of 2d pokemon aesthetic, and that, along with the dynamic camera movement and crisp, fast paced 60 fps battles, were a genuinely astounding improvement to the increasingly stale feeling battles. Really shows masuda learned from gen 4.
