Even ignoring outliers like Regigigas and Hoopa-Unbound, most legendaries/mythicals do not look remotely uber worthy, and plenty are in UU, PU, and the tiers between.
Even between regular Pokemon, BST is not the biggest factor. Look at Clefable vs Sylveon. Aside from Atk and Def (which for Atk is actually a good thing), Sylveon has vastily better stats or is equal stat wise. Despite having 40 more base SpD, 15 more base SpA, Clefable is one of the best Pokemon in OU, while Sylveon is in NU.
Smogon is even considering unbanning Zamazenta-C, despite having a BST higher than Arceus even without Dauntless Shield, which effectively makes it higher as well.
