Mega evolutions are often just redesigns which is why only old pokemon have them.For example mega slowbro just capitalises on the idea more; mega houndoom enhances the theme and the difference between houndoom and houdour. meg evolutions are also quasi-evolutions for single stage pokemon that were perfect.

Also pokemon don't need to have big muscles to be strong (e.g. Lucario and Lopunny)
