I don't feel like using the Elite Four is a good example because they're pretty much just nothing characters in every gen except for Alola and maybe Unova. Maybe Galar too but I didn't play it so I don't really know how the tournament Elite Four system works
But yeah, Hoenn has it pretty bad. I don't think anything will ever hit Kalos levels of bad but Hoenn probably takes second

why are most elite 4s so nothing in general? they're theoretically the most powerful trainers in the region outside of the champion and get no screentime compared to gym leaders

It really is weird that the E4 don't usually get that much characterization.
There are some isolated cases from Gens 1-6 like Flint, Koga, Grimsley, and Caitlin.
But most of the time they're just 4 random boss trainers at the end of the game.
Which is too bad since some of them at least have cool designs, and from what little we're given of them, possibly interesting personalities to develop.
