The first turn theres no reason to not just click a regular attack there instead of risking suckering nothing (he can infer theres a high chance palkia is slower because the dialga tried to tr and everything else like breloom and parasect i slow) Or just, you know taunt the palkia.
The next turn idk why he suckers the fucking parasect lmao at least sucker the palkia, parasect has better things to do than attack.
