That means that 54.8%, over half, are over 20. Accounting for people that are 18 or older in the "10-19" percentage, the largest percentage in there, I'd say it's probably closer to 60%.
In addition, the number in the US can be a little skewed by the over-30 crowd, given that in Japan only 34.1% are in that range compared to "almost 40%".
This is also ignoring that these are percentages of different populations. I don't know how many Switches are sold in Japan, probably a lot, but a lot more are sold in the US by sheer population. Given how close the percentages are for both populations anyway, I'd say most Switch owners aren't underage banned.
This is assuming every Switch owner owns Pokemon, which is just blatantly untrue. So yeah, I don't know what you're trying to say with all this.
