I feel like Archer should be under "Doesn't count", the crux of his plan is just to bring back Giovanni. Even when you're battling him, his title is Rocket Executive, while Giovanni's is Rocket Boss in the Celebi event. I'd say Archer is more of an interim leader, basically just holding down the fort while the real leader is absent.
