You are prompted to make a decision to determine if you want to start a new team or keep your old mons while journeying through kanto (you can still access them if you go back to johto, or beat the elite 4 again if you chose to start anew). The game change it's levels depending on the decision you made.

Need 8 badges to enter Pokemon League; need 16 badges to enter Chamption League.
Pokemon League: regular game league, but your pokemon's levels are capped/reduced to 50 like in PWT battles. Champion League is the same, except with the cap at 100.

Johto: level 0 to 50

Kanto: level 50 to 100 (Pokemon League and Red)

Fill Kanto with the full quest/adventure as if it were its own game, rather than being an empty boss rush.

For one, put in more powerful trainers. Not every trainer should have level 50 mons, since it doesn't make much sense for a lot of them, but add a lot more Cooltrainers. Also the gym leaders are all a fucking joke, the only one that is challenging is Blue. Seriously, Brock, Erika, Surge, and Blaine all have fucking pathetic teams that are swept easily by types they are weak to.

Move the Kanto-exclusive Johto mons to Johto
Make the Kanto wild mons appropriately leveled
Raise the gym leaders levels to be higher
The level curve is always gonna be a little weird because Kanto is mostly non-linear but that's fine, people who like the region like it for that aspect. No need to make every games even more same-y by making it linear

Honestly just add back basically every dungeon except stuff like cerulean cave and silph co since they serve no purpose anymore. Add a new dungeon in the volcano on cinnabar in place of the mansion. Also up the levels a bit throughout the whole game, such that lance ends at level 55 instead of 50 and then have the kanto gym leaders be between level 45 and 55, and the trainers in the low 40s. Add more of a story element to kanto, even just more side quests. The main issue is that it’s barren and feels like a waste, so people lament it’s Inclusion. Add more meaningful changes too, like switch up the layout of existing dungeons for the hell of it.

Gotta agree on this one though, the shit level curve is the main problem with the gen 2 games, and raising the trainers' and leaders' levels (or make them scale with badge number) is a good starting point.

The hell is wrong with that? I want to use johto pokemon in johto. Move all the kanto shit to the other side. There are a whole ass new 151 pokemon, why are we seeing the old ones?

There are eight (8), seven (7) in crystal, lines of Johto mons that you can't use in Johto. Just use the other 57 (58 in crystal) lines.
