So few people understand just how moves work- water gun isnt just gallons of water spewing out of a foot high ture, strength isn't just showing off natural ability, flamethrower isnt just an burning stream of fire. They're moves because they're discrete methods of using that type's energy; not just elemental magic or purely biological functions. To offer my two cents, this is also why you can't just have a Charizard burn down a tree, or ride on a Lapras's back- yes, you could theoretically do that, but "mundane" uses of a Pokemon's physiology are regulated, hence why only specialized techniques, or registeted individual pokemon, that are allowed to be used.
