I feel like part of the appeal of smash back in the early days, even in brawl, was the wide cast of characters that all do wildly different things. Sephiroth's just another "brrrr sword go fast" guy in an ocean of them. If we're going to get another FF character, why not someone who isn't a swordsman? Vivi is popular and iconic, and could have an entirely different kit.
