Depends on how cleanly the "clothes" are implemented.
Watchog is intended to give off the feeling of wearing a hi-vis jacket, but it doesn't beat you over the head with the concept and feels believable. Cramorant has a little bib on its neck to enhance the idea of how gluttonous it is, but it's something that looks natural to the design and a detail makes you go "huh, neat".
Mons like Sawk/Throh and Cinderace however are way too blatant and instead of their "clothes" being used as a way to elude to the intent behind their designs, are instead the very essence of their designs and end up way too in your face about it.
