The models used in Gen 6 onwards were futureproofed, meaning produced at such a fidelity that they weren't optimised for use for the 3DS. Rather they were intended to be used further down the line, likely for the foreseeable future. Models such as Pikachu will have a poly count that would make the model from Pikachu on PokePark or Battle Revolution blush (I think XY Pika is like 2,000 - 3,000 polys compared to Pokepark or PBR's counts being somewhere around 1,000 if memory serves) and then you have certain models like Xerneas who has 7,000.
Digimon Cyber Sleuth's assets were likely built for the Vita whereas the models from the 3DS era are still being used even in SwSh and CG advertisements from things like the TCG. Combine that with the fact that Game Freak aren't very talented with 3D/HD games development and don't understand how to optimize how the game presents itself (shitty draw distances, not just using code to have models display more/less detail as is necessary, etc) and Pokemon games having frame dips really isn't surprising. It's likely the reason Triple/Rotation battles got canned after ORAS too.
