Just make it restore 50% more HP, and work with Grassy Terrain. This item is better used with Leech Life, Ingrain, Aqua Ring, and the like anyway. Why it doesn't work with Grassy Terrain, I have no idea. But +50% healing would make it worth running over Leftovers.

Aw man, having it work with Grassy Terrain would be REALLY cool. I could absolutely see somebody making a whole team around using Grassy Terrain healing to make a tanky mon unstoppable. I wonder if that would make Grass Pelt Gogoat better...

Still a gimmick item, but can get some more diverse use to set hazards/taunt on Magic Bounce, Toxic Clefable, remove Water Absorb for rain teams, or even pull off Hypnosis/Zap Cannon strats

I like the idea behind this change! Makes it a lot more useful. Though it does remind me that they should really look into giving more shit moves like Trick or Switcheroo

Yes. With this Bulu's Horn Leech would essentially be a 100% accuracy 126.75 BP STAB move that heals you.
