This. GF learned from DPP about hackers and preprogrammed codes. They probably included the event like they had before but didn’t put in the code needed to trigger the event. Later down the road they will give the item or whatever that fills in the blanks and triggers the event. They didn’t stop doing those item events because it was too hard for the kiddies, they stopped doing them cuz they where salty that cheaters where getting accustomed them before they where released. Now that they can update whenever they can now patch I. The missing bits of code when they feel like it. That way no matter how he’s hackers try they can’t trigger the event.

The only event/mythical that received such treatment after DPPt was Victini in gen 5
From then on we just received Hoopa, Magearna, Volcanion, Marshadow, Zeraora, Zarude at the pokemon center
