What happened during the middle of Gen 2 development where they stopped making monsters look scary and badass like in Gen 1?

Gen 2 was to look more on-model with the anime and Sugimori's art.

Gen 4's early spites are literally GBA tier sprites down to the poses and colouring but scaled to the DS's screen resolution, as a result, it looks even worse than RSE's sprites. They were likely placeholders
