In a one-on-one battle of brute strength, Hit would absolutely annihilate Dio, this is true. But Dio is cunning and nearly immortal. All it would take is any kind of trickery to make him lower his guard, or even just ambush him. He's undead and capable of extreme feats of body manipulation, he could probably make himself completely invisible to ki sensing(if he can figure out ki quickly enough), assuming Jojo vampires aren't already invisible to ki sense because undead. It's officially canon in DB that if you lower your guard you can get your ass handed to you by much weaker foes, and Dio could easily kill a guard lowered Hit with The World. And that doesn't even go into the absolute mess that is Heaven Ascension Dio.
Now let's get into Dialga. Dio's, or more accurately The World's time manipulation is not comparable to Dialga's. Not even close. Dialga's time manipulation is so thorough that it crosses into the realm of reality warping. It can rewrite reality if it so chooses, and at that point Hit becomes a complete joke to it. Hit couldn't even touch it. Anything Hit could do to it, it would simply cancel out. Or even just write out Hit's birth if it wanted to be a huge cunt about it. Universal(possibly multiversal) scale time hax is something not to fuck with.
Hit is one of the most grossly overrated characters to be introduced in DBSl, second only to Jiren. And lo and behold they both share the same trait of being boring as fuck bald aliens(again, Jiren being the only one to out-boring Hit) to look super impressive for all of two seconds before getting swiftly outclassed by a new form or threat an arc or two later at most.
TL;DR at the creation trio scale the only DB character that can actually win is Zen-Oh.
