The anime was promoting gen 3 as a whole. You could get all those pokemon in either the console colosseum games or FRLG.

It happens in other regions, like Sinnoh having Grimer and Diglett. Unova followed the games' Dex before and after BW2 since it was a plotline.

SM and 2019 follow the games Dex really well, though. In fact, the latter showed Pokemon in Unova that were only available in Hidden Grottos, and a Pokemon in Kalos that was only available in Friend Safaris.

Ash never took Noctowl with him to Hoenn though. He brought Bulbasaur over one time to meet May's.

It was a missed opportunity that Brock didn't take Crobat with him and that his Mudkip didn't fully evolve.

Hoenn League had some neat battles like with this Stacy or how the early rounds were doubles, but it also still had the annoying, underwhelming oneshot fights that they didn’t really get rid of until DP. Ash’s final fight was pretty lame. Overall, doesn’t make up for the rest of Hoenn being pretty lackluster, especially the whole Groudon and Kyogre thing.

The only thing the series has going for it is Harley, and he's not introduced until pretty damn late in the show. Some people like the Battle Frontier, but it's only above average at best outside of the fanservice of seeing older Pokemon do shit. Outside of a few exceptions, it also has the absolute worst filler in the franchise. Johto's terrible filler is greatly, greatly exaggerated, but pretty much every complaint about it actually does apply to Hoenn.
