I guess it doesn't really matter, but his start varies in different canons. I don't think he has ever been given a Squirtle, though.

In the games it was likely Pikachu, and then he got the other three given to him.

In the Manga, his actual starter was Poliwhirl, but he was given Bulbasaur by Professor Oak.

In Pokemon Origins, it's Charmander.

It's happened. Electric Tale of Pikachu too. He doesn't look to bad with it, but I like Blue with Blastoise more.

While his Exeguttor it's memorable and I never picked Blastoise, this is the only way he doesn't has two Psychic types and the only way he would have a Poison type

Meanwhile if he has Charizard he would have 3 flying types, making his team too weak to Electric
