What are you talking about dude? Snorlax is broken as fuck. As for the offensive presence, Snorlax is also the biggest fattest fucking special wall in the game which invalidates any offensive presence a special attacker might pose. This wouldn't be so bad if you could pressure Snorlax with physical attacks outside of Explosion and Machamp's stab 80% accurate moves.

Lando's not even that bad. It has no way to heal, no special bulk, and 92 speed is kinda slow. Even some physical Pokemon can OHKO on the switch, like Barraskewda.

Clefable is ultra cancer, though. It and Toxapex need to go.

They have fucked with older metas but GSC is the least popular meta so there's no will to do anything, the rules have gone unchanged since like 2005. There's been debates about non-Snorlax things too that go nowhere for the same reasons
Probs for the better though. While older metas become fads that's never been the case for GSC because of how slow-paced it is, and you'd have to do so many extra rules to "fix" that because of how GSC as a whole is. Even the official 3v3 tournaments had frequent time outs

GSC is unpopular because its by far the slowest meta. Snorlax-less GSC tournaments have been tried and they ended up slower because you need a special sponge to function and there's not many of those that also have immediate offensive presence. It's possible that the meta would develop to be faster if given the time but we're back to the issue that GSC doesn't have the playerbase to do tests to begin with, so we'd just have some council making blind decisions in hopes of making GSC "better"

Snorlax doesn't just enable offense, it instantly wrests control of matches. It forces you to play passively against it, so even if it doesn't outright get the advantage, at worst it forces drawish situations. AT WORST. Most mons at least have some bad matchups, but Snorlax literally can manhandle anything GSC can throw at it. The metagame is so centered around Snorlax that it's ridiculous; that people regularly run 2 checks to it and still get their faces smashed by it, that Growl Miltank is the standard mostly to stall out Fire Blast Curselax, that Explosion is the only "reliable" way to get counterplay against Lax should all be pretty good evidence of that, and of course that's just the tip of the iceberg. The way it limits the moves you can make is criminal, and it's severely detrimental to the accessibility of GSC. That's how Snorlax is broken.

being in 50% of teams leads to 75% of battles having it. i'd call that centralizing if nothing else. hell, being in 50% of battles seems like a cutting point since you would have to build in something to defeat whatever said 50% battle pokemon is, even if you arent fully guaranteed to face it. it would turn 6v6 into a 5+1, which might be too niche for actual usage, vs 5+it.

lets say 50% of all teams have X on it. Do you think that the average /vp/fag understands the general utility of clefable and not that it's broken, and that there's a much wider array of offensive mons to use? Until Urshifu and Pheromosa gets banned it shouldn't be touched either, Rocky Helmet with T-wave is great at shutting them down.

That's because people didn't know how to deal with "stall". in GSC peopel don't make good team comps. For Stall this hurts it less because a shit stall team doesn't he to play to win, but rather not to lose because the people who make non-stall teams either make bad teams or can't play it right. So for spikes team they didn't put an answer to Zapdos, for an explosion offense team the boomed to early or too late or the wrong guy, for a offense team their team is balanced but not in a way with direction.

In all honesty Fini is superior to Pex and Clefable, she's only held back by no reliable recovery. Wish and/or Recover would make her broken and her terrain is underrated as dragon-type support for mons like Kyurem
Urshifu-S is objectively broken and Urshifu-R is centralizing at best, the problem is the meta is currently in a state that can handle them decently, mostly through Pheromosa.
